There aren't laws against dating per se, but there are laws against sex. The laws vary by location though. In some areas it's 16, while in others it is 18.

One has to wonder though what a 23 year old man sees in a 16 year old. They are in 2 different stages of life. While the statute is 16 where I live, I have a 16 year old daughter and she would NEVER be allowed to date a 23 year old.
